“Released” names the end of one agency's custody, not always the end of all custody or supervision. The word “departure” is safest until the destination is known. Death can appear in population movement records, but it should never be described as an ordinary inmate release.
What Luzerne Release Records Show
The 2026 Luzerne County Records Manual identifies a master inmate card or database and commitment-discharge records. The master includes a name, offense, incarceration date, release date, institutional behavior, program participation, and personal statistics. A focused request should ask for the master entry and matching commitment-discharge entry, not an undefined “old roster.” This targets the durable record that survives after a name leaves a current population view.

Not every public copy contains each field. Pennsylvania law permits exemptions and redaction. Identity, episode, legal basis, and destination remain the four useful dimensions. A release date alone cannot show whether supervision or another custodian followed.
Request Luzerne County Release Records
The county's Right-to-Know request page links the form and current officer details. A narrow request is easier to identify than a demand for every record about someone. Pennsylvania agencies do not have to create a new report. Ask for an existing master inmate entry and commitment-discharge record tied to one incarceration episode.
- Give the full name and a birth date, inmate number, or other useful identifier if known.
- State the approximate admission and discharge range and name LCCF.
- Request the admission date, actual release date and time, release type, and destination category, with exempt content redacted.
- Select inspection, electronic copies, paper copies, or certified copies and set an advance-cost notice.
- Keep the submission and response. The ordinary response is due within five business days, though a qualifying extension may follow.

The Office of Open Records fee schedule effective at the research date permits copy and actual postage charges, while ordinary electronic delivery has no added delivery fee. Check the current schedule before filing. A denial should state the grounds and appeal route. A requester generally has 15 business days to appeal.
Luzerne County Release Record Law
Pennsylvania's Right-to-Know Law, 65 P.S. §§67.101 et seq., presumes agency records public unless an exception based on law, privilege, or an order applies. Section 703 requires a specific written request. Section 705 says an agency need not create a record. Sections 901 and 902 address the response and extension, while Section 1101 governs an appeal. These rules support a request for an existing discharge record but do not guarantee disclosure of every detail.
Record retention and public access are different. A record may exist while protected fields remain sealed, exempt, or redacted.

A 2022 county audit reported 3,780 admissions, 3,797 discharges, and an average daily population of 558. It also identified the DSI-ITI Offender Management System. These are historical audit figures, not current statistics. They show why a live population snapshot is weak evidence for a past release. Thousands of booking and discharge events can occur while the visible population changes each day.
A master inmate or commitment-discharge entry preserves the episode more directly. The totals explain scale, but they cannot identify one released Luzerne County inmate.
Luzerne County Release Fees
The 2022 audit documented a $100 booking processing assessment, work-release room and board charges of $20 per day, refund of remaining inmate-account balances at departure, and payment arrangements with parole officers for some obligations. Those facts describe audited practices in 2022. They are not a current fee quote and must be checked with LCCF. No unpaid fee should be portrayed as authority for unlawful detention.
Account refunds and remaining obligations are financial records, not proof of the legal basis for release. Request the discharge entry for custody confirmation and an account record only when the balance or refund is relevant. Current practices may differ from those captured by the audit.
Luzerne Release Property Records
The county's property-release rule concerns property given to a third party while someone remains confined. All property must go to one person, except clothing articles, and cannot be split among several people. That rule does not establish the final-discharge process. Ask Records and Booking for the final property receipt and current pickup procedure.
For an error in criminal-history information, 18 Pa.C.S. §9151 provides a separate review and challenge route for the person or a proper representative. Errors on a UJS docket go to the filing court. Neither process replaces the request for the actual LCCF discharge record.
Luzerne County Release Orders
The Unified Judicial System portal explains why release was authorized. Search Criminal Courts of Common Pleas by participant and Luzerne County, then examine bail entries, disposition, sentence, penalties, and chronological entries. A bail, time-served, dismissal, or parole order supplies legal context. It does not prove the hour LCCF opened the door or rule out another detainer.
Luzerne's Clerk of Courts is the criminal-record custodian; the Prothonotary handles civil records. Use a docket number when asking for the filed order. Pretrial Services is the county bail agency and may supervise someone after jail release while the criminal case remains open. “Released” and “case closed” are not synonyms.
Luzerne Release Records After Expungement
The county publishes separate expungement procedures for ARD, probation without verdict, dismissed or nolle prossed charges, missing OTN matters, and pardon cases. The cited ARD packet calls for proof of probation completion, service on the District Attorney, a judge's signature, and two filing stages. Those steps are route-specific and should not be generalized to every case.
Expungement under 18 Pa.C.S. §9122 or Clean Slate limited access can remove a case from public UJS results. A missing search result cannot prove no custody or release event occurred. Agency retention and public court visibility answer different questions, and a lawful restriction must be respected.

A person normally leaves a live jail population after discharge or transfer. Disappearance alone does not prove community release.

Choose inmate mode for present prison custody and supervised-individual mode for state parole. A supervised record may display a retrospective Release Date, identifiers, location, and update time. It does not offer a universal prospective projected-release field. The minimum date is parole eligibility, not guaranteed release. Luzerne County Recent Release Gaps
No official Luzerne County 24-hour, 48-hour, or 72-hour release feed was found in Corrections or Sheriff channels as of the research date. No public county inmate app or photo roster was verified. The reported staff tracking app is internal, not a public search tool. There is therefore no defensible feed URL, field list, posting schedule, or online retention period to quote.
For one named person, PA SAVIN plus the UJS docket provides status and court context. The LCCF master inmate or commitment-discharge entry confirms the county event. For a time-bounded list, specify exact start and end times and the existing fields sought. Exemptions may affect names or detail. Internal retention is not the same as online visibility.
Luzerne Release Supervision Paths
Luzerne County and Pennsylvania operate separate supervision systems. The Pennsylvania Parole Board decides state-prison parole, while PA DOC conducts field supervision and runs the Department Supervised Individual Locator. Luzerne County Adult Probation and Parole handles county parole, probation, intermediate punishment, and local court matters. An LCCF county parolee may never appear in the state supervised-person search.
The Institutional Parole Unit works with eligible LCCF county sentences of two years or less. Luzerne County Early Parole
Luzerne's local reentry plan permits eligible LCCF residents to apply at half their minimum sentence or another increment set by the sentencing judge. It is an application and court process, not automatic good time. When early parole is granted through this plan, attendance at the Re-Entry Service Center/Day Reporting Center is required. GEO Group operates the center at 125 N. Wilkes-Barre Boulevard, Suite 4, and county Adult Probation and Parole provides supervision.
Presence at the center shows a community-supervision duty, not incarceration. This county path also differs from SCI Dallas parole through the state Board. Pair the Common Pleas order and LCCF discharge with the local supervision office when confirming it.
Luzerne Release Alerts and Locators
PA SAVIN through VINELink covers county jails, Pennsylvania state prisons, and state parole. Search a person by name or register for phone, text, email, or app notices. Read the event type. Release, transfer, escape, and movement differ. Pennsylvania warns users not to depend on SAVIN alone.
Federal custody uses the BOP Inmate Locator, which covers federal inmates from 1982 forward. A result may show a past Release Date and “Released” or “Not in BOP Custody.” Another jurisdiction or federal supervised release may still apply. USMS has no comparable nationwide public release roster.
ICE's Online Detainee Locator covers current detainees and, under cited ICE guidance, people released from ICE custody during the prior 60 days. An LCCF handoff to ICE is not community release. Verify the county destination before describing anyone as back in the community.

Why is someone missing? A blank result can mean release, transfer, spelling mismatch, delay, sealing, outage, or the wrong custodian. Positive records carry more weight than one no-result.
Getting Home After Luzerne Release
No official source found in the research gives a routine LCCF release time, weekend handoff rule, public waiting area, free ride, discharge clothing practice, or final-property procedure. Continuous operation does not answer these questions. Confirm the actual exit and expected time with LCCF before arranging pickup.
The LCTA Conahan Intermodal Transportation Center at 47 South Washington Street in Wilkes-Barre helps with transit trip planning. No source says LCCF takes released people there, provides fare, or coordinates discharge with bus times. Travel must be planned independently and may change if another hold delays departure.
Luzerne Release Booking Location
The county PREA audit identifies the ground-floor Records and Booking area as the place where admissions and discharges occur. It also describes a Minimal Offender Unit opened in October 2005 on county property. This local process detail helps identify the responsible unit when asking for a discharge record.
It does not publish a fixed exit, a family waiting point, or a release hour. Call the corrections directory to confirm current procedure. A transfer from the Minimal Offender or Work Release component still needs a destination field before it can be called a community release.
Luzerne Release Facilities and Systems
Luzerne County's map includes active custody sites, a closed prison, community supervision, and national systems. Each needs its own evidence path.
