LCCF Release Destinations

Luzerne County Correctional Facility is the county custody hub. Its departures are not all community releases. Bail can return a person to the community while the case remains open. A dismissal, time-served sentence, sentence completion, or county parole order may also lead to discharge. In contrast, transport to Pennsylvania DOC, another county jail, a hospital, the U.S. Marshals Service, or ICE means that LCCF custody ended but another form of custody may have begun.

The key record is the Luzerne County master inmate card or database entry, together with the commitment/discharge entry. The county records manual says the master record can include the name, offense, incarceration date, release date, behavior, program participation, and personal statistics. Ask for the release type or destination category as recorded. That detail helps separate a true community discharge from a transfer.

Confirm an LCCF Release

PA SAVIN, delivered through VINELink, covers Pennsylvania county jails and can report a release, escape, or movement. It is useful for a timely event check, but the event label matters. A movement or transfer should not be read as release to the community. The Luzerne County criminal docket supplies the legal context, while the jail discharge record supplies the physical custody outcome.

1. Collect the full name, date of birth or booking identifier, and the approximate custody dates.
2. Search Pennsylvania in PA SAVIN and compare the named agency, identity details, and event type.
3. Check the Luzerne County Common Pleas docket for bail, sentencing, dismissal, time served, or parole entries.
4. Request the master inmate entry and commitment/discharge record for the specific custody episode.
5. If the destination is another custodian, continue with that custodian's locator or records office.

The Luzerne County released inmate search brings these channels together for a named-person check. An online no-result is only a lead. It is not the same as an agency record confirming discharge.

LCCF Discharge Records Contact

The Luzerne County Division of Corrections operates LCCF. The main number is the proper first contact for identifying the unit that holds a discharge entry. Staff may explain process, but privacy and security rules can limit person-specific answers by phone. A focused written request is more useful than asking for an old roster.

Use the county Right-to-Know request page when a written request is needed. Identify the person, a date of birth or inmate number if known, and a narrow date range. Ask for the existing master inmate card/database entry and commitment/discharge entry, including the booking date, actual release date or time, and release type or destination category. Pennsylvania law does not require the county to create a new report, so request named records rather than an explanation.

LCCF Custody and Capacity

LCCF is a county jail, not a Pennsylvania state prison. It holds people at different stages, including pretrial custody and county sentences. The system also includes a Minimal Offender or Work Release component. The Pennsylvania 2025 county inspection schedule lists component capacity figures of 537 and 158. Those are schedule figures, not a live count and not proof that a named person is present.

The county manual gives a general ten-year retention period for individual inmate files after expiration of the maximum sentence. It states a different five-year period after release or transfer for a person found not guilty or sentenced to a state correctional facility. The master record may be permanent when it is not duplicated in commitment/discharge material. Retention does not guarantee full public access. Exempt or protected details can be withheld or redacted.

Where LCCF Discharges Occur

The county PREA audit supplies a rare local process detail. It says all admissions and discharges occur in the ground-floor Records and Booking area of the correctional system. The same audit describes a Minimal Offender Unit opened in October 2005 and designed for up to 238 residents. These facts explain where the system records a custody exit, but they do not establish a public waiting point.

No official source found in the research states a regular LCCF release time, weekend handoff rule, exact exit door, family waiting area, or transportation benefit. Continuous staffing does not answer those questions. Call the facility for current operational instructions, and do not assume that Work Release Building hours control final discharge from every part of the system.

The Work Release Building has a separate number, 570-825-6905, and operates continuously. That availability should not be read as a promise of round-the-clock public records service. Records and Booking remains the process point identified in the audit.

LCCF Release Evidence

Three records often need to be read together. PA SAVIN gives timely notice from the participating custodian. The UJS docket shows the court event that may authorize bail, parole, dismissal, or time served. LCCF's own discharge entry states what happened at the jail. A docket order can precede the actual door time, and a SAVIN event can describe transfer instead of community release.

Discharge

The recorded end of the LCCF custody episode.

Time served

A sentence outcome that may support release, but does not rule out another hold.

Detainer

A request or authority that can lead to continued custody after the county case changes.

County parole

Conditional service of a county sentence in the community under county supervision.

If the court docket says time served, review all visible cases and detainers before drawing a conclusion. If PA SAVIN reports release, save the event details and named agency, then compare them with the discharge entry. The two sources answer different questions and provide a stronger account together.

LCCF Property and Accounts

The 2022 county audit reported that remaining inmate-account funds were returned at departure and described payment-plan handling for some obligations. It also listed a booking processing assessment and daily work-release room and board charge for that audited year. These are dated findings. They must not be treated as current charges or as conditions that control lawful release.

Inmate Accounting is reached through the main number at extension 4685 during weekday daytime hours. Its role concerns account and refund records, not the legal authority for release. The county's published property rule for property released while a person remains confined says all property generally goes together to one recipient, except clothing. That rule does not establish the final-discharge property process.

Ask Records and Booking about a final property receipt and ask Inmate Accounting about an account record. Keeping those requests separate reduces confusion and sends each question to the unit most likely to hold the record.

LCCF Release Record Review

A strong LCCF request should focus on one custody episode. Give the full name, date of birth or inmate number when known, and an approximate admission range. Request the master inmate card or database entry and the commitment/discharge record. Specify the booking or admission date, actual release date or time, and the recorded release type or destination category. Electronic copies can reduce handling, and exempt details may be redacted rather than forcing an all-or-nothing response.

The county Right-to-Know form asks for requester contact details, delivery method, the agency, a clear record description, whether inspection or copies are wanted, whether certification is requested, and whether advance notice is desired when cost crosses the form's stated threshold. The form states a five-business-day response due. Pennsylvania law permits qualifying extensions with notice, so the initial deadline is not a promise that every request will be completed within five days.

Read the returned entry in sequence. First match the identity and booking episode. Next locate the release date. Then inspect the release type and destination. Finally, compare the entry with the UJS order or PA SAVIN event. A release date without destination may show when LCCF custody ended while leaving the nature of departure unclear. A court order without the jail entry may explain authority while leaving the actual exit time unproved.

Aggregate population reports are a different record class. The county manual says those reports include receptions, releases, monthly totals, and quarterly census figures and are retained for five years. They can document overall movement during a period, but they normally do not answer a one-person release question. Ask for the person-level master and discharge records when identity and destination matter.
