Luzerne County Parole Paths

County parole can follow an LCCF sentence when the Court of Common Pleas has authority. The person leaves confinement and serves the balance under community supervision. County probation is also community supervision, but it is imposed by the court and is not release from a prison sentence in the same sense. Pretrial supervision is different again because the criminal case remains pending after bail release.

Luzerne County's Institutional Parole Unit works with eligible people serving county terms of two years or less. Officers check that the proper minimum has been served, review home plans, work with LCCF staff, investigate, and make a recommendation to the court. The judge, not the Pennsylvania Parole Board, is central to this county-sentence route when state Board jurisdiction does not apply.

Confirm Luzerne County Parole

Do not use office attendance as proof of incarceration. Adult Probation and Parole and the Day Reporting Center are community-supervision settings. To verify an actual release from LCCF, pair the supervision or court record with the jail's commitment/discharge entry.

1. Check the UJS Luzerne criminal docket for the sentence, parole order, or bail terms.
2. Identify whether the order concerns a county sentence, probation, or pretrial supervision.
3. Ask LCCF for the master inmate and commitment/discharge entry for the custody episode.
4. Contact the relevant county unit for general process and record-routing information.
5. If PA DOC has jurisdiction, switch to the state locator and Board record instead.

Luzerne Supervision Office Contact

Field Services supervises county probation, intermediate punishment, and people released on county parole. It uses office reporting plus community and home contacts. The main Wilkes-Barre office has regular weekday hours. The Hazleton annex at 108 W. Broad Street operates by appointment.

Staff can explain which unit handles a county parole, probation, or pretrial matter. Privacy rules may restrict disclosure about a named person. For the filed legal order, use the Luzerne County Clerk of Courts. For the actual jail departure, use LCCF Records and Booking or the written county records path.

Luzerne Reentry Service Center

The local reentry plan was implemented in 2010. It allows eligible LCCF people to apply for release at half their minimum or another increment set by the sentencing judge. This is an application and court process. It is not an automatic credit, a statewide good-time formula, or proof that each applicant will be released.

When early parole is granted through this route, county information says attendance at the GEO-operated Re-Entry Service Center or Day Reporting Center is required. The center is at 125 N. Wilkes-Barre Boulevard, Suite 4. Attendance documents a supervision condition. The court order and LCCF discharge entry remain the stronger evidence of why and when custody ended.

Luzerne Institutional Parole Review

Institutional Parole focuses on eligible LCCF county sentences. Its work begins before release. Officers confirm minimum service, cooperate with jail counselors and staff, examine a proposed home plan, and submit findings or recommendations. A favorable recommendation does not itself open the jail door.

The Court of Common Pleas makes the key county decision under the local judicial parole path. Search the docket for the filed order, then check the LCCF discharge entry for actual release. If the order sets reentry attendance, use the county supervision record to verify the community phase.

Luzerne Pretrial Release Supervision

Pretrial Services is the county bail agency. It monitors people placed on court-ordered bail supervision. Bail release means the person left jail while the criminal case stayed open. It should not be called parole or sentence discharge.

Pretrial Services shares the Wilkes-Barre office address and can be reached at 570-706-2088 or pretrial@luzernecounty.org. Appointments occur during weekday office hours. For a named case, the UJS docket records the bail event and terms, while LCCF records the actual custody departure.

A later docket entry may change bail, revoke release, dismiss charges, or resolve the case. Read the full chronology. A current supervision contact cannot substitute for the court's filed order, and an old bail order cannot prove present status.

County and State Parole

Luzerne County parole and Pennsylvania state parole have separate decision makers and records. A county-sentence case uses Institutional Parole, the Common Pleas court, county Adult Probation and Parole, and LCCF discharge evidence. A state-sentence case uses the Pennsylvania Parole Board, PA DOC locator, DOC movement record, and state field supervision.

The state Board's public meetings page is not a name-by-name inmate hearing calendar. Its monthly statistics are not person-level decisions. Luzerne Parole Release Evidence

County parole verification works best as a three-record chain. The Common Pleas order states the legal authority and conditions. The LCCF commitment/discharge entry records the actual end of jail custody and destination. The Adult Probation and Parole file documents the community-supervision stage. Any one record alone can leave part of the story unanswered.

For a release at half the minimum under Luzerne's local reentry plan, read the judge's order closely. The plan permits an eligible person to apply; it does not award release by formula. If the court grants the route, attendance at the Day Reporting Center is required under the county program description. The reporting record supports compliance with that condition, not the exact jail departure time.

For ordinary county parole, Institutional Parole may prepare the case before the court acts. A recommendation or completed home-plan review is not a release order. Ask the Clerk of Courts for the filed order by docket number, then request the LCCF discharge record. For general procedure, contact the county unit. Person-specific responses may be limited by privacy rules.

For probation, use the sentencing order and county supervision record. Probation may begin without a parole release event, so the LCCF record is relevant only if an actual jail episode occurred. For supervised bail, use the bail order and Pretrial Services record. The pending case remains visible in UJS unless a later access rule or court action changes public visibility.

When a public docket no longer shows the expected case, do not substitute a supervision rumor or old web result. Sealed, expunged, and limited-access matters can change public visibility. The Clerk of Courts remains the criminal-record custodian, while the Prothonotary handles civil filings. Use the docket number when available, ask for the filed order through the proper office, and let the agency apply any lawful access limits.

A person can also move between county and state systems. If LCCF records transfer to Pennsylvania DOC, county parole does not follow that state sentence. Search DOC inmate or supervised-person mode and request the state movement record. If LCCF records county parole, stay with the Common Pleas order and Luzerne Adult Probation and Parole. The recorded destination is the switch point.

The office named on a record can clarify the route. The Wilkes-Barre Adult Probation and Parole office handles regular county supervision business during its published weekday hours. The Hazleton annex is appointment-only. Institutional Parole performs the LCCF pre-release review, while Field Services manages community supervision after release. The GEO-operated Re-Entry Service Center adds required day reporting for the local early-parole program. These units cooperate, but none is interchangeable with LCCF Records and Booking or the Pennsylvania state parole system.
